Kampala’s Water, Sanitation, and Hygiene (WASH) sector continues to face significant structural and operational challenges that limit the effectiveness and sustainability of service delivery. These challenges include limited financial allocations to the sector, weak enforcement of legal and regulatory frameworks, political interference, and fragmented institutional mandates. In addition, the sector suffers from uncoordinated interventions, duplication of efforts, inequitable service coverage, and a lack of scalable innovations. The absence of robust monitoring and evaluation systems, poor operation and maintenance of infrastructure, and the lack of a clear sanitation marketing strategy further constrain progress.
Although Kampala hosts a wide range of WASH actors, funders, and implementing partners, the absence of a structured coordination mechanism has often resulted in fragmented actions and missed opportunities for collective impact. To address these challenges, Kampala Capital City Authority (KCCA) established the Kampala Water and Sanitation Forum (KWSF) in April 2012 as a platform to harmonize efforts, foster collaboration, and promote integrated planning among WASH stakeholders.
